Is this even legal? There are 3 such dwellings in my neighborhood. Each of these houses is home to 8+ automobiles. Is this just near my house, or is this a city-wide issue?

This is becoming a bigger issue as more and more people lose their jobs and have to move back in with their families. There are so many places in my area that are for rent, sometimes for months at a time. I live on the west side and right across the street from us are probably 40 people occupying maybe three houses. The worst is all the cars. Parking is horrible, as we try to grab spaces earlier than the next person. Is it legal?? Who knows, but who knows if you or I could ever be in that situation also. I just try to look at it that way.

So true JP, putting yourself in others shoes is always the best way to first debate something. If there is no craziness or crimes going on in these houses I would just look the other way.

I agree up to a point:

Several years ago there was a 3-bedroom house on my cul-de-sac that had 12 people living in it--some were living in the garage. One neighbor (who did the counting) passed a petition around that got the police and fire inspector out. Only problem caused me was when one of their many vehicles was filled to the roof with garbage and left parked in front of my house with the license plates removed.

Right now, the neighbors in the rental across from me have converted the garage to a bedroom. They are quiet and have only three motor vehicles among them, so no bother to me.

My objection is to the condition that these rentals sometimes cause the neighborhood.

As to that unit with 12 occupants: it was owned by a local and was being rented for 50% above the going rate at the time, so the landlord was well aware of what was going on. Obviously didn't care for those of us who owned and lived in the neighborhood, and was profiting well from it.
