Anyone know why the Redwood trees were removed at English and Western, in the planting area, near the auto repair shop?

I would assume they were diseased-- otherwise, how could their removal be allowed in a street frontage planting area?

Not only removed, but replaced with a monstrous utility box, and no replacement trees planted. Not even any new landscaping or a nice fence to screen this grafitti magnet from view.
