Am I the only one that thinks this sculpture near the theaters is seriously butt-ugly? Confused

I don't love it but I don't think it's butt-ugly. I'm curious how much it cost when our city is in obvious financial trouble...

I believe, but am not 100% certain, that developers are required to spend a percentage of their project on "public art". I don't think there are, significant, if any, public funds being spent on the Theater District sculptures.
