The Gala was not for the Mayor. It was for Petaluma's 150th birthday. Still cost $50K I guess, but not sure the city paid for it. There was quite a list of sponsors including Basin Street and others. And the tickets weren't cheap, $85 each. But you could ask the Mayor if any of the cost came out of the city budget if you're concerned. Just email her, she doesn't bite.
The city has reached an important milestone, 150 years. I think it has a right to celebrate, but not solely at taxpayer expense. I doubt that was the case here and the event was likely totally underwritten by donation.
Had the city borne the entire cost out of budget I can imagine there might have already been effigies hanging from the trees outside city hall.

If you want to talk to the mayor, go on the Mayor's Hike this weekend. Not sure of the details, but City Hall should have the info. Then pick her as your hiking buddy!
